Chemical Facility Anti-Terrorism Standards:

Appendix A

  • In 2005 and 2006, the Secretary of Homeland Security identified the need for legislation authorizing DHS to develop and implement a framework to regulate the security of high-risk chemical facilities in the United States. In October 2006, Congress passed and the President signed the Department of Homeland Security Appropriations Act of 2007, which in Section 550 authorizes DHS to require high-risk chemical facilities to complete security vulnerability assessments, develop site security plans, and implement risk-based measures designed to satisfy DHS-defined risk-based performance standards. The Act also authorized DHS to enforce compliance with the security regulations, including conducting audits and inspections of high-risk facilities, imposing civil penalties of up to $25,000 per day, and shutting down facilities that fail to comply with the regulations.

Q:  How much time does each department have to collect the information requested?
A:  The data must be collected and submitted online by February 29, 2008.

Q:  When will the online database be available to submit chemicals?
A:  The database will be available during the second week of February, so please check back regularly.

Q:  Can I fax/send my worksheet straight to the UND Safety Office?
A:  No, please do not send or fax worksheets to the UND Safety Office.  Please submit your information online through the database.

Q:  Should I record chemicals in pounds or grams?
A:  Each chemical on the list has a designated unit.  Please refer to the list of chemicals to determine whether the chemical should be recorded in pounds or grams.  DO NOT use any other unit of measure as it will throw off the database.

Convert Pounds to Grams:  pounds X 453.6 = grams
Convert Grams to Pounds:  grams X 0.0022 = pounds

If you have chemicals in your labs that are no longer being used, please fill out a waste manifest form(Waste Manifest Form)and submit it to the Safety and Environmental Health Office.  These chemicals will be picked up by safety staff and disposed of properly.  You will not have to inventory chemicals that are disposed of as hazardous waste for the Chemical Facility Antiterrorism Standard.
